USCIS releases publication of its new version of the Form I-9 scheduled March 8, 2013. This is a result of the much public input and debate of the controversial document. Aesthetically the Form appears to have more spacing which may ease those inputting data. However in general the rules concerning information remain confusing. According to a recent article from Staffing Industry Analyst independent consultants hiring specifically remote hirings are here to stay. This supports the white paper authored in part by Carl Camden of Kelly Stafing Services who coined these emerging permanent new workers as "Fractional Employees". In an astonishing move as only the inimitable State of California legislature can do, it has passed and Governor Jerry Brown has now signed into law AB 1236 “the Employment Acceleration Act of 2011.”
This legislation nullifies employers in the State from being burdened by the notion of having to voluntarily use E-Verify network to determine the employment eligibility of a person to legally work in this country.

Immigration Custom Enforcement annonced it will audit 1000 firms. This is in line with the ICE 2010 - 2014 Strategic Plan which specifically identifies as one of the objectives to "Create a Culture of Employer Compliance".

As of February 21, 2011 the State of Virginia has moved forward as the first State in the country in approving Senate Bill 827(click here) that would recognize audio video conference as “satisfactory evidence” between a commissioned e-Notary and a signer.
